The New Orleans Office of Inspector General (OIG) wrote to Mayor Ray Nagin to complain about a lack of cooperation from New Orleans Police Department Superintendent Warren Riley about giving the Independent Police Monitor (IPM) access to NOPD files about alleged police misconduct.
