The New Orleans Office of Inspector General (OIG) conducted a performance audit of the New Orleans Police Department’s (NOPD) Uniform Crime Reporting (UCR) process for the period June 1, 2010 through May 31, 2013. The objective of the audit was to determine whether Part I robbery offenses were properly classified and reported to the UCR program.

The New Orleans Office of Inspector General (OIG) audited New Orleans Police Department payroll from December 30, 2012 through April 6, 2013. Auditors tested the operating effectiveness of payroll, overtime, and paid detail processes specifically related to daily working limits and controls unique to the NOPD. During the period tested, 1,200 NOPD officers generated a quarterly payroll in excess of $23 million and an annual budget in excess of $127 million.

Forcible Rape was selected for testing based on the FBI’s 2012 published crime statistics. The data revealed that forcible rape in New Orleans was 43% lower than 24 other cities with the highest crime rates.

The New Orleans Office of Inspector General (OIG) conducted a review of the New Orleans Police Department’s (NOPD) early warning (EW) program. The purpose of this review was to determine if the EW program was implemented according to experts’ recommendations and to measure the program’s effectiveness. The NOPD was redesigning its EW at the time of this review; the OIG offers the observations and suggestions contained in this review as a baseline from which to document future progress.

The New Orleans Office of Inspector General (OIG) investigated whether the New Orleans Police Department’s (NOPD) 8th District improperly classified crime statistics. The investigation revealed the misclassification of at least 177 incidents during the time period January 01, 2013 to July 31, 2013 as Signal 21 (Miscellaneous) or Signal 21L (Lost or Stolen) instead of Signal 67 (Theft). This incorrect classification resulted in under-reported crime statistics because neither Signal 21 nor 21L is included in Uniform Crime Reporting.
