The New Orleans Office of Inspector General (OIG) audited the City’s controls over purchasing and accounts payable. The objective of the audit was to evaluate the adequacy of the City’s internal controls related to budgeting, bids, purchasing, contracts, disbursements, and wire transfer processes. The audit also evaluated the adequacy of access controls for each software program used to process purchases and accounts payable.

The New Orleans Office of Inspector General (OIG) followed up on its 2009 report “Installation of Crime Surveillance Cameras: 2003-2008.” This follow-up report contains the results of that contract review and determines the extent to which the repair and maintenance contract improved the performance of the crime surveillance cameras.

The New Orleans Office of Inspector General (OIG) wrote to Mayor Landrieu to encourage him in his efforts to revise contracting processes, reduce delays and make processes less cumbersome. The Inspector General urged the City to take the opportunity to deal with other problems that have plagued City contracts, such as poor contract drafting, inadequate specifications, and contract terms that do not hold contractors accountable.

The objectives of the evaluation were to obtain information about the City’s procurement and contract managements practices and evaluate compliance with applicable legal requirements, policies, and prudent management practices.

The New Orleans Office of Inspector General (OIG) reviewed a contract awarded to MWH Americas, Inc. (MWH) to manage the City’s program for repair and rehabilitation of City-owned buildings, facilities, and streets. The objectives of the evaluation were to obtain information about the City’s procurement and contract management procedures and to evaluate compliance with applicable legal requirements, policies, and prudent procurement and management practices.
