The New Orleans Office of Inspector General (OIG) conducted a review of the procurement documents issued by the City to obtain goods or services from third-party vendors. The purpose of this review was to provide feedback to the Procurement Office and contract managers in all departments and agencies to improve the quality of the City’s procurement processes and documents.

The New Orleans Office of Inspector General (OIG) evaluated the Orleans Parish Sheriff’s Office administration of the City’s electronic monitoring program (EMP) to examine EMP operations, review program protocols, assess how the monitoring deputies responded to alerts, and determine whether adequate performance measures were in place to gauge the effectiveness of the program.

The New Orleans Office of Inspector General (OIG) conducted an evaluation of the New Orleans Police Department’s (NOPD) force structure, focusing on the department’s staffing and deployment to answer citizen-generated calls for service. The objectives of the evaluation were to describe and assess the efficiency and effectiveness of the organization of personnel to carry out the department’s mission “to provide professional police services to the public.”

The New Orleans Office of Inspector General (OIG) followed up on its February 2012 report “Evaluation of City Employee Life Insurance.” Evaluators found that the City obtained cost savings through a competitive procurement, developed procedures that assisted beneficiaries to file claims, and did not make premium payments for retirees. However, the City continued to make errors in determining which City employees were eligible for benefits.

The New Orleans Office of Inspector General (OIG) conducted an evaluation of the City’s Electronic Monitoring Program (EMP) administered by the Orleans Parish Sheriff’s Office (OPSO). The objectives of this evaluation were to identify the goals of the EMP program, identify and assess the program’s performance measures; review the program’s annual budget allocation and expenses; and examine alerts and OPSO responses in April 2013.

The New Orleans Office of Inspector General (OIG) conducted a review of the New Orleans Police Department’s (NOPD) early warning (EW) program. The purpose of this review was to determine if the EW program was implemented according to experts’ recommendations and to measure the program’s effectiveness. The NOPD was redesigning its EW at the time of this review; the OIG offers the observations and suggestions contained in this review as a baseline from which to document future progress.

The New Orleans Office of Inspector General (OIG) issued a public letter to LA State Senator J.P. Morrell after the IG’s presentation to the Orleans Parish Justice and Rehabilitation Reform Commission. The letter reiterates the cost savings that could be realized by consolidating Municipal and Traffic Court staff and the overall effectiveness that could result from the consolidation of case management systems, information technology, accounting, and other professional services.

The New Orleans Office of Inspector General (OIG) conducted a review of New Orleans Security Taxing Districts to examine the reasons for the formation of security taxing districts, document key characteristics of the security districts, evaluate security district governance, and assess districts’ effects on public safety. The review included all security districts in New Orleans established and providing active patrol services as of August 2012.

The New Orleans Office of Inspector General (OIG) followed up on its 2011 report “Assessment of New Orleans’ System of City Courts and Performance Review of New Orleans Traffic Court.” The review encompassed City and Court policies, finances, and practices for the 2012 calendar year.
